Anybody know a good and inexpensive live shiner fishing guide on Lake Tarpon and / or other central FL lakes?

I have asked this question before, and never got a definitive answer. I'm trying to decide to go down to Florida in late March to late May. What is the best time to get big bass in live golden shiners? Also, I definitely plan to hire a guide to fish Lake Tarpon but also to hire a guide to fish another lake like Okeechobee but I do not know what other lake is a hot spot right now. I think I heard that Okeechobee is not as good because of the drought. Any suggestions would be greatly appreciated!
